WHAT: On June 18, 2024 Mayor and Council will be asked to consider adopting Council Procedures Bylaw 1229, 2024 and repealing Council Procedures Bylaw 1105, 2019. The proposed changes and Council Procedures Bylaw 1229, 2024 can be viewed in the May 21, 2024 Regular Council Meeting Agenda Package on the District’s website.
Many changes are clarified wording and renumbering, where significant amendments are as follows:
- updated agenda headings (section 7.1);
- updated public hearing procedures (section 15); and
- amendments to public comment procedures (section 16).
WHEN: Council will consider adoption of Bylaw 1229, 2024 at the June 18, 2024 Regular Council Meeting at 7:00 p.m. in Council Chambers at the Lake Country Municipal Hall. A live stream of the meeting is available.

FILE #: Z0000334 | Zoning Amendment (Small-Scale Multiple Housing) Bylaw 1238, 2024
Notice is hereby given pursuant to Sections 464(3), 464(4), and 467 of the Local Government Act (LGA) that a Public Hearing will not be held for the proposed Zoning Amendment (Small-Scale Multiple Housing) Bylaw 1238, 2024.
WHAT: The proposed bylaw will bring Zoning Bylaw 561, 2007 into compliance with the Provincial Bill 44: Housing Statutes (Residential Development) Amendment Act, 2023. Proposed text amendments to the Zoning Bylaw will revise Section 1 – Table of Contents, Section 2 – General Administration, Section 3 – Interpretation, Section 7 – General Development Regulations, Section 8 – Landscaping and Screening, Section 9 – Parking and Loading, Section 10 – Specific Use Regulations, Section 12 – Agricultural Zones, Section 14 – Rural Residential Zones, Section 15 – Urban Housing Zones, and Section 19 – Direct Control Zones.
WHEN: Council is scheduled to consider the first, second, and third reading of the bylaw at the June 18, 2024 Regular Council Meeting which will be held at Municipal Hall, 10150 Bottom Wood Lake Road at 7:00 pm. A live stream of the meeting can be viewed on the District’s website at calendar.lakecountry.bc.ca/meetings.
PROPERTY: The proposed bylaw affects properties zoned RR3, RU1, RU2, RU6, and DC7 that are located inside the Urban Containment Boundary, connected to municipal water and sewer services, and are 4,050m2 in lot size or less. It also affects properties in residential zones that permit a secondary suite or accessory suite as an accessory use.

NOTICE OF TAX EXEMPTION BYLAW
FILE #: Purpose-Built Rental Incentive Bylaw 1232, 2024
WHAT: This bylaw establishes a revitalization Tax Exemption program pursuant to Section 226 of the Community Charter for dwelling units that are intended to be used for rental housing and meet an identified need for housing within the District of Lake Country. For a Project to be eligible for a Tax Exemption:
- The Project must involve construction that results in:
(i) floor space being added to an existing building,
(ii) a new building, or
(iii) a renovation of existing floor space;
- the construction value of a Project, as determined by the building permit(s) issued, must be $300,000.00 or greater;
- the Project must be a permitted use within the Zoning Bylaw 561, 2007 and consistent with the future land use designation in OCP Bylaw 1065, 2018;
- the Project must meet all other applicable District policies and bylaws;
- the owner of the Parcel must enter into an Exemption Agreement with the District; and
- the Property must be located in Revitalization Area, and
- the Project must have a minimum of 10 Purpose-Built Rental Housing dwelling units per parcel, if located within Schedule A-Town Centre Revitalization Area;
- the Project must have a minimum of 15 Purpose-Built Rental Housing dwelling units per parcel if located within Schedule B-Woodsdale Revitalization Area.
The annual Tax Exemption for Purpose-Built Rental Housing Projects within the Revitalization Area will be equal to 100% of the Revitalization Amount on the Parcel which can be attributed to residential land uses. The maximum term of a Tax Exemption will be 10 years. The Tax Exemption is transferable to subsequent Property owners within the term of the agreement.
