WildSafeBC
Breanna Scott, WildSafeBC Central Okanagan Coordinator, provided a seasonal overview presentation to Council. The presentation highlighted the type of Conservation Officer reports made by Lake Country residents (primarily about black bears sightings) as well as the need to continue to educate community members about attractants. 

Lake Country Community Policing
Lee Hicks, President, provided a 2024 update to Council on the activities of Community Policing in Lake Country. 

Planning and Development Applications

OCP and Zoning Bylaw Amendment | OPZ00003 | O'Rourke Family Vineyard
Council reviewed the proposed OCP and Zoning Amendment application for the O’Rourke Family Vineyard to facilitate a vineyard, winery, event centre, restaurant and accommodations.  Council voted on amendments that include clarifying the language around the number of tourist accommodation units, setbacks for accessory buildings, event parking on site and length of stay for tourist accommodation units. Staff will bring forward a bylaw with amendments to Council for 2nd reading at a future Council meeting. 

Development Variance Permit | DPV00377|12892 Pixton Road
Council reviewed the applicants proposed dock construction on Okanagan Lake which would provide the homeowner with safe boat moorage. Due to the rock shoal and shallow water depth, the applicant proposes constructing a dock of 45.4 meters in length, a variance of 5.4 meters. Council approved the variance request.    

Zoning Amendment | Z0000345 | 3223 Woodsdale Rd & 11437 Bottom Wood Lake Rd.
For Council’s Information – update on the Rezoning Application from C1 to CD15. The applicant was in attendance and answered questions from Council related to setbacks. Staff will return to Council in December 2024 with a recommendation on this application after completing the required public notice and neighbour consultation. 

Temporary Use Permit | TUP00105 | 15660 Oyama Road
Council reviewed the application for a Temporary Use Permit (TUP) to allow the existing boat storage and service business on the subject property to include boat sales, for three years (until September 4, 2027). Council approved adding the use of sales to the TUP, added a requirement for self-reporting for boat sales and use of boat launch, and issued the TUP for a two-year term.

Council approved the adoption of the Regular Council Meeting Schedule which will be posted and advertised in accordance with the Community Charter. 

Bylaws for Adoption and Readings following a Public Hearing 

Zoning Amendment Bylaw 1245, 2024 | Z0000268 | 11511 Turtle Bay Court
Council adopted the Zoning Amendment Bylaw 1245, 2024 by changing the zoning classification from RU1 – Small-Scale Multiple Housing to C9A – Tourist Commercial.
