Development Engineering

The Infrastructure & Development Engineering department manages Planning, Building, Operations and Capital projects for the District of Lake Country. The department oversees plans to develop infrastructure used by the community, from public parks to roads and sidewalks, and they're also responsible for building other necessary structures such as waste water treatment plants that treat and purify the water used in homes. 

Property development projects in Lake Country - such as rezoning property or proposing a new commercial development - have different requirements and processes. The flow charts below help explain the approvals process. Note that the sequences of stages is not always linear as concurrent applications and/or activity may occur.

Pre-application Meeting

The primary objective of the pre-application meeting is to provide applicants the opportunity to present their proposal to staff and obtain feedback prior to making a formal application. Other departments will be in attendance as necessary.

Below are commonly requested application forms for property development: 

Driveway Access Permit

This Permit regulates the construction of access from the public highway to 6 meters inside the private property line.

Subdivision Application

A subdivision is the act of dividing a titled parcel of land for the purpose of re-zoning, developing/re-developing and/or selling each individual sub-divided parcel separately.

Development Variance Application

A Development Variance application is required to change regulations, e.g. zoning bylaw provisions, servicing requirements and signage regulations.

The Subdivision and Development Servicing Bylaw requires that certain forms and agreements be entered into in accordance with the provisions of the Bylaw. The Subdivision and Development Standard Forms Policy No. 155, 2017 [PDF/147KB] provides standardized forms and agreements to be used in conjunction with the Subdivision and Development Servicing Bylaw. The Bylaw sets out the specifications to be included in the forms and agreements where the policy sets out the standard layout and format.
